Please discuss near surface features (e.g., utilities, pipelines, electrical conduit lines) that would interfere with trying to use electrical resistance imaging to try to track subsurface distribution of amendments (e.g., emulsified oil products)

Any near surface conductive feature will be seen by ERI but might not interfere with the tracking of amendments, depending on its proximity with the targeted amendments. If you are worried that the pipes are the online features that are going to be detected by ERI, it might be a good idea to try time-lapse measurements. The pipes will stay in place and be taken into account in the background resistivities. Only the amendment will move and thus be observed.
